Search for an "app development company" and the results mix global agencies with offices in several countries and portfolios of hundreds of apps with local firms like Tecorva, based in Riyadh with a smaller team. The right question is not which is better but which fits a project of your size, market and budget.
We wrote this as the local party, so we made sure the global agencies' advantages are stated plainly rather than between the lines. If your project needs what they are better at, go to them.
Where global agencies genuinely win
- Scale: large teams that can put dozens of engineers on one project at short notice.
- Breadth of sector experience: portfolios across many markets and industries.
- Mature process: specialised roles (business analysis, QA, delivery management) in place from day one.
- Global products: if your app targets several markets with multiple languages and payment systems, their experience there is real.
Where the difference shows for a Saudi-market project
The difference is not in design or code quality; good agencies of both kinds write good code. It shows in four everyday things:
- Hours and language: a 10 a.m. Riyadh meeting, in Arabic, with the people who write the code, not an account manager relaying to a team in another time zone.
- Local compliance: e-invoicing Phase 2, the Personal Data Protection Law, Nafath, Mudad and Qiwa integrations are weekly work for us, not an unfamiliar requirement looked up when needed.
- Code and account ownership: our default is that the repository, hosting and domain are in your name from day one. At many agencies that is a negotiated clause, or tied to their platform.
- Cost of change: with a small direct team a change request is a conversation and a written estimate, not an approval cycle through three layers.
Pricing: the difference is not only the number
Global agencies are often higher per hour because of their size and management layers, while some quote low because delivery happens in a low-cost country. Either way, ask what the price includes: is Saudi compliance in scope or "extra customisation"? Is post-launch support in your hours? What would it cost to move the project to another team later?
We give no figures here because any number without a written scope misleads. What we commit to is an itemised quote within 48 hours of understanding the scope.
The comparison in one table
The same criteria from our guide to choosing a software company, applied to the two options.
| Criterion | Global app development agency | Tecorva (local company in Riyadh) |
|---|---|---|
| Team size and scaling speed | Large; many engineers quickly | Small direct team; scales by contracting when needed |
| Communication | Through an account manager; possible time-zone gap | Direct with the technical team, in Riyadh hours and in Arabic |
| Saudi compliance (ZATCA, PDPL, Nafath) | Built on request; may count as customisation | A default part of every local-market project |
| Code and account ownership | Varies; may be tied to the agency's platform | In the client's name from day one, stated in the contract |
| Pricing transparency | Varies by agency | Written scope, then an itemised quote within 48 hours |
| Past work | Huge multi-market portfolios | Fewer projects, every one openable and checkable |
| Best for | A multi-market global product with a large budget | A system, store or app for the Saudi market that needs compliance and direct contact |
Questions to ask both sides before deciding
- Who will write the code, in which city, and in which working hours?
- Show me an XML invoice from a system you built that complies with Phase 2.
- In whose name are the repository, hosting and domain?
- How long until someone responds to a critical outage on a Friday?
- What do I receive if I decide to move the project to another team?
When we would recommend the global agency over us
If your product targets five markets with different languages and currencies, needs thirty engineers from month one, or requires deep sector expertise we do not have, a global agency is the sounder choice, and we will say so in the first consultation. If your project is for the Saudi market and needs e-invoicing, local integrations and a team you talk to directly, that is what we have done every day since 2023.
